Just the other day I got an email asking about the locality plan (or aerial photograph) that is required by Auckland Council when lodging a resource consent application. I thought I would share my way of providing this locality plan as it may save you some time and money.
The requirement for a locality plan/aerial photograph is mentioned on page 3 of the Auckland Council Resource Consent Application Form (see the screenshot below), along with the requirement for a recent Certificate of Title (less than 3 months old) and any relevant consent notice, covenant or easement. Certificates of Title can be ordered here and any relevant consent notice, covenant or easement can be ordered here.

A Locality Plan is to be Submitted with Every Resource Consent Application for Auckland Council
To meet the requirement for this locality plan/aerial photograph I use Auckland Council’s free GIS software to locate the site, I then turn on the aerial photograph function of the software and take a screenshot of the photograph. I then copy and paste this photograph into the assessment of environmental effects report. For those of you not familiar with the GIS software – I have described this process step-by-step as follows:
Step 1: go to the Auckland Council website. If you haven’t followed this link you can go to the homepage of Auckland Council, then navigate to Services, then GIS viewer. You will need to click “I Agree” to the conditions and terms of use;
Step 2: enter the property address in the search box. This search box is located in the top right hand corner (see below);

Enter Property Address
Step 3: the relevant property should now be highlighted. For clarity you can make the boxes on the right hand side disappear by clicking on the double arrows that point to the right (see below):

This button will remove the boxes that overlay the map
Step 4: to turn on the aerial photograph hold the cursor over the world symbol, then select “Aerial Photography”;

The property with the aerial photograph layer turned on
Step 5: you can then zoom in or out to as required by using the scale on the left hand side of the map (see below). Now all you need to do is take a screen shot and print or copy into your resource consent application.

Finally, adjust the size of the map (to the required scale of about 1:500)
